Traffic Impact Assessment for Sustainable Development.

Any huge development mandatory must to conduct of TIA. Traffic focusses is everything in road but more focuses on public transport such as taxis, buses and also must to consider to pedestrian. Transport covers all vehicle including land, air, sea and freight. 

The proposes of TIA is discovered problem and issues to generates traffic from proposed new development. The TIA is covers the road capacity, traffic volumes, junction capacity and parking (Figure 1). Relevant law and regulation uses in Malaysia is Road Transportation Act 1987, Act 333 section 85 (1) Town and Planning Act 1976 (Act 172) Section 21A.

Land use and transportation is very critical. To provide LRT track at least 3 years and above. Lack of supply and demand in Malaysia.  Transportation network also different for all people every day because for example one house in the morning, if one house have 10 people, 4 people go to office and 6 another person go to factory using different route and vehicle. So that must to calculate in TIA (Figure 2).

TIA identify the problem and put the decision. Local authority particular about TIA because of community. For example local authority put outside of hypermarket such as Giant and Tesco because to get the good impact of TIA. In TIA report it must specific the road network and must have flow chart for TIA process. If submit the document without TIA authority ask to do it before get engaged of submission. Report must consist planning and design report for road traffic and traffic impact assessment. 

The location to do TIA decided by authority. Authority always set up the target to do TIA such as for 10 year to 20 years. The content of TIA is development, problem and solution. The trip rate for one car must to study (passenger car unit) because it have different mode of transport. Example standard rate car - 1.0, motorcycle - 0.3, lorry -2.5, buses - 3.0.  The TIA report must have decision makin such as 5 years put the traffic light, 10 years arrangement of traffic light and after 15 years must to provide fly over. It very costly to provide fly over, sometimes authority not accept it so must find the others decision.  the simulation is the best practise to give clearly solution and clearly understanding to authority to give faster approval (Figure 3).
